If you don't mind me asking, why the hell are you or your parents forking out $23K on a brand new first car?
Let me remind you that we are talking about your first car. A car you'll still be learning in. A car you'll be making mistakes in.
The bodywork will get dents, the paint will get chipped, the alloys will get gutter rash, birds will shit all over it, and perhaps most importantly, it'll depreciate like hell.
And being a new car, if you want it to keep its value, you're going to have to get logbook servicing. I don't know if you get some deal with new cars where they do it for free or something, but if you don't, it'll be a huge waste of money. Whereas if you had a used car, someone you knew (or even you), could do the servicing for next to nothing.
Also I'm going to guess insurance won't be cheap as you've only just got your license and it'll be a new car.
To put it in perspective for you, $23K, or even half that, can go a long way in terms of a used car. I don't even know where to start. Even $10K can get you a really decent first car; that leaves you you $13K to spend on something else, perhaps something more worthwhile. Save up for a deposit on property? Save up for a proper car that you'll be able to drive when you get off your greens and leave the bullshit restrictions behind you.
You know me to be quite a car nut, but even I'm not dumb enough to spend that much on a first car. $23K is a lot of money.
From this thread I gather you want something small, something that looks good, something thats fuel efficient and 'powerful'. There are so many cars that fit under that critera, which you can get used, for so much less than $23K.

Also if you guys are talking about Civics, the JDM EP3 Civic Type R was the last decent Civic produced I'd say. The new gen is rubbish.
