Can I get an offer again in the 2nd  round for the same course if I don't accept their offer in the 1st round?

You won't get the same offer twice, if that's what you're asking. If you let your first round offer lapse, you won't get anything at or below it in second round - only above.

If you want to wait until Sydney offers come out, accept the Monash offer and then you can reject it later on if you get an offer that you like through UAC. Whatever you do, accept the offer.

Yeh, exactly. Just accept everything. I was enrolled in the University of Adelaide until like late February I think ahah. Just unenrol later - you won't have to pay anything or be penalised in any way.
