French Revolution A02- The Sans-Cullotes

A02 is FLYING by!
It's taking a fair bit of work to grasp but I've still a few questions that I'm confused over:
1) What events led to the Montagnards wanting to restrain the sans-culottes? The excesses of the de-Christianisation program is one and my teacher has stated that by the Law of Frimaire, the Revolutionary Armies were getting out of hand, but are there any solid instances of this?

2) Was the Jacobin government happy or reluctant to decree the Law of the Maximum?
It was derived from the sans-culottes and it compromised the Jacobin's liberal economic policy but my teacher says it was a reform they mutually approved of. However, various sources hint that that may not be true. What is your knowledge of this?
