It depends if you are trying to strengthen the behaviour or weaken the behaviour.

Well reading this it seems I completely misread a similar question in my SAC today.  :P

I had a similar question like this on my SAC except it was less specific (asked whether reinforcement or punishment was more effective) and the answer was reinforcement. I'm not exactly sure what TYPE of reinforcement.
But it's reinforcement because punishment has side effects which is that it can cause aggression and frustration in the person/animal being punished.

Both negative and positive reinforcement increases the likelihood of that behaviour occuring again.
Whereas punishment decreases the likelihood of that response occurring again.

Many people mistake negative reinforcement for punishment, so I would be mindful of that.
In terms of which will be more effective, it really does depend of the situation.

i think they may have said reinforcement because sometimes punishment can cause the likelihood of the behaviour to increase and is therefore less effective

eg. a teacher telling a student off (punishment) for missbehaviour
the student may increasingly continue to misbehave ie. increasing the likelihood of their behaviour perhaps due to a desire of attention they gain from it
