I'm pretty sure he just means you can apply to a selection of all of them and his comment is badly phrased

You can apply to 6 universities (preferences 1 to 6)
KP said you can apply to all of them, which afaik isn't true (you can apply to 6)
What he probably meant was that you can apply to any of them in your 6
