What SS am I looking at
U3 exam low A+       sacs rank 1/7   
U4 rank 4/7         ( strong cohort for midyears there were 4A+ and 2A)
If I were to get another A+ will I be set for 40+

I thought 2 A+ Exams would guarantee you a 40, or at least high 30s. So 40s are definitely likely for you.

It's possible to get three A+s and get a 38. You look pretty good though. Assuming there was a higher A+ than yours in the mid-year and everyone repeats their performance you're a very likely 40+.

I don't want to rule it an impossibility. I suppose if both A+s were 100% and the A was .5 below the cut-off it might be 'possible', but to be honest, it just won't happen. I think the most you'd be looking at is 43 with an A in the mid-year, with the higher scores around 40-42 and then realistically anything from 35-39.
