Determine the equation for this sequence

Okay, so this has me stumped. I can tell it's not Fibonacci or Lucas Numbers because of the third term, yet I can't determine a ratio + difference that will fit the sequence as a combination.

Question 1:
The 16th term of the sequence: 1,1,3,4,5,7,7,10,9,13,11,16 is:

2013 - 2016: Bachelor of Computer Science @ RMIT
2017 - 2018: Master of Data Science @ RMIT

Turns out it's a sequence within a sequence (wtf?)

1,1,3,4,5,7,7,10,9,13,11,16 breaks off into two sequences:

Sequence One:
Sequence Two:

Such a bizarre question,

sequenception!
