for the reasons for selection of each program

is it enough to say eg (obesity) has a large burden of disease to the Australian community, it also has a high financial cost for both individuals and governement, it has considerable potential to prevent, and they aim to raise awareness of this issue.

can i use this generic reason for selection for each NHPA

or does it have to relate specifically to obesity more>??

You  must relate and refer to the NPHA that you're talking about so the examiners know exactly what you are talking about. I will include a example of how to answer this. For example Cancer contributes to a high burden of disease, especially YLL because it is a terminating illness, which results in premature death. The reasons for the implementation of NHPAs can be used for every NHPA :)
