If a question asks you to evaluate the strengths of courts and vcat should you say


Costs are a strength in vcat, however the formality of vcat can be seen as a weakness as people may feel uncomfortable  etc

or

Costs are a strength in vcat, however a dispute may still end up in court adding to the overall costs

Like should you evaluate one aspect e.g. Costs, formality, adversarial nature, need for legal rep or use one as a strength and the other as a weakness if you get what i mean?

With this question I would mention what the strength of VCAT is and its corresponding weakness in one paragraph
Then in the next paragraph I would show how courts overcome the problem that you mentioned about VCAT but then look at the downside at court
eg.
VCAT paragraph 1 - VCAT is less expensive because lawyers aren't required as tehre are no strict rules of evidence and procedure, however as there are no rulse and possibly no lawyers that means parties must argue their case themselves and some people may not feel comfortable doing this and think they aren't skilled in arguing
Courts paragraph 2 - Court overcomes this informality as lawyers are necessary and people feel comfortable as they have someone skilled in agruing and presenting cases however because lawyers are used this means courts are a lot more expensive whoh parties may not be able to afford
