But in C-C, the carbons have the same electronegativities as eachother as do the Cls in Cl-Cl?
If you took electronegativity in consideration, wouldn't the C-H bonds be weaker than Cl-Cl because carbon is slightly more electronegative than H?

Not just electronegativity. It also comes down to other factors, such as the size of the atoms and whatnot.

So how come the C-H bonds wouldn't break?

They are even stronger than C-C bonds.
