enrolment problems

This is for a mate of mine, he had decided to work full time next year, forgot to apply for intermission and didnt re-enrol (well he is taking a year off to work)

My question is can he get away with just applyin for intermission and not enrol in any units so he doesnt have to pay the late fee?
 He is also wondering if he can enrol in one unit per semester next year to avoid the late fees when the enrolments open up again while intermission has already been processed.
