A couple of questions:

1) What ATAR is required to get an excellence scholarship at Melbourne Uni for Commerce?

2) I didn't get a high enough ATAR for my first preference (scholar's program) but a high enough ATAR for my second preference, when will I be receiving an offer and will it be via phone or mail?

1) Melbourne only have Access Scholarships (if you were disadvantaged - SEAS) or Chancellor's scholarships which requires 99.90+. These are available for students in each course.
2) You will receive offers in early January or whenever the 1st round offers are made. If the cut off for your first preference drops then you may have a chance, all the best

Actually Scholarship offers are usually made today or in the coming days! So if you qualify expect a call or a text message.
