English Requirement

Just double checking:
(1) The requirement is raw and not scaled?
(2) If the requirement is a 25, what are the chances of getting in with 25 raw?

requirement is raw.
After ticking the box for 25 raw they look at your atar and if that one is over the clear-in you are in. If you are not above clear in they might, depending on your course, look at your english score as well.
