Nope, you can do Legal 3/4 without having done 1/2.

No you don't you can do well without it because the parts that you need from 1/2 for 3/4 are taught again so you are at no disadvantage :)

No you don't need to - I know a few people who jumped straight to legal 3/4 in my school and got over 40 - legal 1/2 is more of just something to introduce you to the ideas in 3/4 like parliament, the general legal system and basic stuff but you learn all of this at the start of 3/4 in much more depth. I did legal 1/2 and I don't think it made much of a difference for me.

No you dont need to have done 1/2 for it. Although i wont lie to you, it does help. With the law making process and things like that, the extra background means its more revision than learning something new.

You're going to be absolutely fine if you work hard :) I dropped 1/2 Art in year 10 (I was rubbish at it, too hard) to pick up 3/4 legal in year 11 and I was terrified at the beginning of the year because everyone in my class seemed to know more than me. I worked hard and it really paid off :)
My number one tip is buy the A+ Legal Notes summary book (has a picture of a handprint on it) if you don't already have it. Some schools have it on their booklist already but mine didn't, mum bought it and it SAVED MY LIFE!! Info is clearly laid out and simply explained, the textbook (we had making and breaking the law) is too waffly and boring. Use the notebook to study and the subject will become so much easier :)
Good luck
