Pretty sure its the same.
When i was in high school I had to get them to refer who i was whereas this year monash has already done it for me and now I just have to sign it and pay.

Nothing really, they both allow you to travel on concession fares but the VPT concession card is really necessary for people who haven't got the normal healthcard/concession card to begin with. With the tertiary VPT concession card, you have got to carry it with you all the time when using concession fares (just as normal concession card holders do) - don't risk leaving it at home, because you do get checked for it! The sort of annoying thing about the vpt tertiary concession for public transport is that you have to re-new it every year...But then again, I guess it's not that much trouble since the uni just fills out the form for you and affixes your uni ID photo...so pretty much all you have to do is sign the form, pay and then get the card :)
