You can do all of that in a BSci at UoM but if you wanted to major in both (officially) you would have to go somewhere that allows double majors.
In terms of teaching the content the best way...I think what I have learnt in Chemistry and Anatomy at UoM has been great and I have liked the way everything was taught and think it was well organised and at a very high standard. However, I haven't experienced other universities and so can't comment on how well they would teach. So I guess I recommend UoM but not 'over' other universities necessarily, especially if you want to do a double major because that can't be done in our BSc - you would have to choose one (eg Pharmacology) and then just take electives from the other (eg second and third year Anatomy).
In terms of Honours, UoM is right in the middle of a massive and respected research hub in Parkville so it's a pretty good place to be when it comes to fourth year.
I'm sure kingpomba will have some things to say about Monash if you are considering that, considering he has studied both pharmacology and developmental stuff there.
