ATAR Percentiles

Hi all, according to VTAC statistics, a 90 ATAR, for example, only puts an individual in the top 15% of the state, and not in the top ten percent. Is this entirely because of people getting pushed up because of them including everyone in the year 7 cohort, or are there other reasons? Thanks to anyone with the answer

That's pretty much it. The larger year seven cohort are mostly placed lower in the rankings, which is why their affect becomes less pronounced the higher you go. The median ATAR for VCE students is around 68.
