SCALING

Just wondering about spesh scaling over the last couple of years. I can see the 2013 scaling report but seems like vtac don't publish scaling for previous years so I'm not sure whether last years scaling ( eg 35/48) is abnormally high or pretty standard and how much it fluctautes. If anyone know or can help would be much appreciated!!! THANKS!!
