So, basically I'm kind of in freak out mode.
I had a really unfair teacher this year, he basically decided he hated me from day 1 (not exactly sure why as I always do my work and have never had any issues with any other teachers...), and he treated me accordingly.

Anyway, the whole hating me thing aside, he has given next to impossible sacs the whole year... I do pretty terribly on them, ranging anywhere from 60-80%. At the end of the year we had a practice exam and it was a commercial paper.. I only lost about 6 marks, clearly proving that I do know my stuff pretty well!

So my issue is, I'm going really well with my revision, really know my stuff....but even if I do well on the exam, are my sacs going to affect my mark a lot? I would really like to get in the 40s..

That's unfortunate to hear you've had a troublesome year. It can always be difficult if you are matched with a teacher who doesn't exactly click with you or your learning needs.

But what's amazing to see is that despite this, you have learned to ignore that and still do pretty well in SACs. The thing with SACs that you need to remind yourself is that everyone else at your school is most likely in the same boat if they have been virtually impossible. I know of selective schools that set beyond impossible SACs, which produce scores like you have received across the cohort. Come exam time, these selective schools perform really well because their students have had exposure to harsh test conditions and many walk out with 40+ study scores.

All that matters is your ranking and how your cohort is faring with the SACs. The highest mark in a SAC could be 70, and that person could still be ranked first in the class. If the SACs are impossible for you and you're working your butt off, chances are they are difficult for everyone else. If you shine in the exam, then this will evidently result in your SAC marks being brought up.

Don't lose hope! Keep working hard and stay strong! You're doing an awesome job!

See thats kind of my issue. Whilst the sacs have been hard, he marks everyone else easier than he marks me
So nobody is doing amazingly, but i'd probably be ranked pretty low, maybe not complete bottom but definitely close to it...

For all SACs, there should be a clear marking scheme. SACs can be ridiculously hard and the stuff can test things out of the study design (like our teacher made a 4 marker about extrinsic and intrinsic materials). As long as he marks everyone the same, his SACs are fair and VCAA won't do anything.

If you genuinely think he marks you harshly whereas everyone else is marked leniently, you should speak to VCE coordinator of your school. Chances are, they won't do anything though.
