Negotiated Offers

Hey guys, I graduated this year with an ATAR of 98.10 and am wondering what the chances are of getting a negotiated offer, in the second round, of my third preference which is science at Melbourne Uni or fourth preference of Biomedicine at Melbourne. I've had a change of heart with preferences these last couple of days and am wondering whether or not a change like this is possible.

For Science at Melbourne if I remember correctly for 2nd round negotiated offer it was ~96 so you'll be fine I think.
For Biomed you'll need ~99 so the chance is slim unless you have Access Melbourne.

I'm also thinking of going through a negotiated offer, are we supposed to accept the first round offer and then apply for the negotiated offer?
I'm not sure how it will work?
