Negotiated offer withdrawal

Hi guys, i'm posting for a friend who has recently applied for a negotiated offer. The offer was approved and she will receive application information in the 3rd round. However, she wishes to withdraw from this, is there any way she could do this?

Withdraw and go for a different negotiated offer, or just withdraw? Because the second one is easy, it's the first I'm not so sure about.

Withdraw and apply for another negotiated offer.
