Continue course or withdraw? - what is the best option

So my friend is doing a Bachelor of Health Science at RMIT and absolutely HATES it.
His ATAR was 67 and he had SEAS (graduated high school in 2015) and he wanted to do Bachelor of Medical Imaging at Deakin. His ATAR was enough to get into the course but he didn't realize and so he didn't put it on his preference list.

Now he wants to reapply for next years intake but doesn't know if withdrawing out of his current course will disadvantage him in some way. He has withdrawn out of two subjects before the census date but he is currently doing 2 subjects.

 Is it better for him to withdraw now, and do Universities consider your GPA if you have not even completed a semester of Uni? Also, what is the likelihood of him getting into the course considering just his ATAR + seas?

The best option for your friend is to speak directly to the university he wants to transfer into in order to determine their selection criteria. Though generally, ATARs are considered until a student has completed at least one full semester.

But having a withdrawn fail on two units won't help your friend's chances of transferring - but it may not necessarily hurt them either. If there is some valid reason such as anxiety which is affecting your friend than he/she may have a chance to withdrew with no financial or academic penalty still at this stage, it depends on each uni's policy.
