I'm hoping to get an 85+ ATAR, and I'm ranked highly in my subjects, except my cohort isn't very strong, and my school is ranked >400th in the state (by ATAR and median study score). If my average is an A/A+, is this still possible?
2015 Subjects: Biology [42]
2016 Subjects: Maths Methods [34], Literature [36], Chemistry [37], Physics [36], RMIT Extend (Science) [5.0]

ATAR: 94.25

There isn't a way to give a perfectly concrete answer here, but I can just say that the exam is always equal to, or weighted more, than the SACs, so as long as you smash the exams, I would say it is very possible.

I should also say that if you matched your other study scores with your Biology study score, then you would far exceed an ATAR of 85. This aggregrate-ATAR table  may help.
