Could anyone please explain why this “C” is the correct answer for this question

Ooh, this question! I got it wrong (did the GAT last year) but figured out why since.
So the vet is talking to the owners of the dog, thus the quoted dialogue is directed at the owners. It's clearly not directed at the dog itself, since the dog is able to move itself. Instead, the underlying message is to the owners, which is that he
can wag his tail but usually doesn't want to, something that probably implies the owners are not being kind enough to the dog, and thus is an accusation against the owners, warning them to be kind to their dog.
I hope this helps! Since I haven't seen it since probably a year ago I can't really remember how it got explained to me (I marked what answers I did, took the question booklet, and then worked through it with others).
Anyone else, is this a fair description?
