40 in English??

what marks do you have to average in your English exam across each section to receive a 40 and 45?

40 low A+ should suffice which is always 47/60 you can score lower and still get 40+ if you are ranked very high.
45 you'd want 51-52/60 although I know people who have got a 45 from 50/60 although their sacs were 100/100 for both units (after scaling)

is it possible for suppose rank 4 to get higher scaled sacs then the ranks above?

no rank4 can't get higher scaled sac scores than ranks 1-3 but they can get equal scaled sac scores.
