I've noticed that in a lot of practice exams there are differences in the amount of space provided for a particular question with the same marks. Even in the VCE exams over the past three years, the lines per mark has changed.

So what is the necessary number of lines per mark in legal, that is not only required, but will also assure that you achieve the marks provided.

Our teacher says 4-5 lines per mark, so that's what we go by if that helps at all :)

It is supposed to be 2 minutes of writing per mark, as a guide. So generally that's a range of 50-80 words a mark.

For 1 mark questions, often the required answer is markedly shorter.

You could write 10 pages and still not answer the Q properly... this is most certainly a matter of quality over quantity here.

Going to a talk mid-year by head examiner Peter Farrar - he said that VCAA plans for about 7 words a line, so see how many words you fit on each line, and then figure out how much you should be writing from there.
