Can someone explain to me the 3rd round offers? That is what are the chances there? Do they lower the atar requirements? But also, would you still be eligible for a round 3 offer if you already received an offer in round 1 and 2?

They are rare and significantly fewer than 1st and 2nd round offers.

Not that I know of, but I may stand corrected.
But also, would you still be eligible for a round 3 offer if you already received an offer in round 1 and 2?
Yes, if the tertiary institution in which your higher preferences has provided you with an offer. e.g. If you have received a second round offer for Preference #3 and Preference #1 and #2 were rejected in round 3, then you will receive no offer in round 3. If Preference #2 says yes and has the room for you, then you'll see Preference #2 as an offer in round 3.

Most definitely. You will find that some universities (ie. Monash), won't even consider applicants for 2nd or future round offers due to the initial demand of particular courses, such as law/medicine. This was at least the case for 2018, according to a faculty member.
