The $8\sqrt{x^2 + y^2}$ is obviously brought from the right side, after some cancellation has been done amongst the other terms.
In the next step, they divide both sides by 4, just to simplify:
$8\sqrt{x^2 + y^2} = 4y + 12$
$\implies 2\sqrt{x^2 + y^2} = y + 3$
Then, in the next step, both sides are squared to get rid of the square root. And then finally, after a bit of rearranging, completing the square is applied, and then again, more rearranging... we are brought to answer... $\implies \frac{x^{2}}{3} + \frac{(y-1)^{2}}{4} = 1$
hopefully that cleared up any confusion or grey area you had with that bit of the working out... if not, please continue ask!!
