Repeating 3/4 Chinese

Hey guys,
I am currently in year 10 and I am doing 3/4 Chinese, however I don't think I'm doing that well. For my SACs I've been averaging out B's and B+'s but I want to get a 40 raw which I don't think is possible anymore. I know a lot of people would say its ok if you don't do good, Chinese can be in the bottom 4 but I think I can do better in it if I were to do it again. My Chinese teacher (out of school) is pretty biased (based on what I think) and for some SAC's I've done think I should get a B. Now I want to repeat Chinese next year, My Chinese teacher is encouraging it but at my school they are telling me I can't even if my Chinese school is encouraging me. Also they cant take me out of the system right now so I can't redo 3/4 next year. I don't know what to do, I'm planning on emailing the Education Department but not sure that that's gonna do anything. Does anyone have any tips?
