Hi, I've heard rumours that apparently pen had to be used for the methods eoty exams and I was wondering whether this was the same for Spesh or if Pencil was also acceptable

Pencil is OK, check out the front cover of the 2019 exam:

https://www.vcaa.vic.edu.au/Documents/exams/exam-covers/specmath1-cov.pdf

As long as you write in English, pen or pencil should be OK, they didn't specify like what they did for methods.

Pretty sure using pencil is allowed but highly discouraged as they don't show up well when scanned.

In all previous years, Specialist exams have not been scanned, so pencil (with a reasonably dark lead) is recommended.

Not sure if this year is different.
