I think the problem is that you have mod powers for the Languages Other Than English (LOTE) forum, but for none of the sub-forums.

I don't actually have powers on the Languages Other Than English (LOTE) forum either, even though it shows my name =\

EDIT: I seeeeee. I only have full powers on the LOTE forum, and no powers on the sub forums except locking powers on the Japanese sub forum (but no stickying power)

I haven't got any powers, or my name listed as moderator in the board. By the looks of it this is the case with most people. I don't think enwiabe has gotten around to doing it yet.  :P
