What you are looking for are called equity scholarships. What you will have to do is lodge a scholarship application through VTAC. If you are looking at going to Melbourne University, you are looking at what is called a Melbourne ACCESS scholarship, this will require an seas application.

Basically, as you are a current VCE student, you can only apply for two types of scholarships:

1.  SEAS (Special Entry Access Scheme) or equity scholarships
2.  Merit Scholarships (for those students who have high ENTERs)

For SEAS, you will have to apply through VTAC when you submit your preferences for the courses you want to apply for.

For the Merit scholarships, you will be selected automatically by the universities that you have applied for.

Also, check this site for more info.
