If you accept your first offer, you won't receive a 2nd round offer.
However you shouldn't reject your first offer because there is no guarantee you will get a second round offer and you don't want to be stuck without a uni course. The only way you'd receive melbourne as a first round offer is if you don't meet the entry requirements for Monash. You could always transfer to melbourne after first year

So what do you do with the 1st round offer? just not accept or reject? EG: You get an offer in the 1st round but it's not exactly what you'd like. According to this: http://vcenotes.com/forum/index.php/topic,2269.0.html , you should accept the 1st round offer and you would still be eligible for offers in the future rounds?

i think once u accept your 1st round offer thats it, you dont get any more offers unless you reject 1st offer

What about this (sort of applies): I've got a friend who got ~93 and he has applied for Commerce at Melbourne where the cut=off last year was 95.2. He has a SEAS application for underrepresented schools and because of that he left Melbourne as his first preference. What happens if he doesn't get a first round offer? Does he get an offer from his second preference or something? Or does he have to wait for second round offers? Sorry to hijack the thread :P

That is what will most likely happen but if that doesn't happen (and god forbid) and your friend does not get a first round offer, then they will have to wait until second round.  When the second round comes out, if anyone rejects their offer from Commerce at UoM, then UoM will definitely re-consider your friend and other people who haven't received an offer.
