I don't do probability or statistics, but I'll give the question a go.

According to wikipedia,

$se_{ \mu } = \dfrac{ \sigma }{ \sqrt{sample size}}$

So according to that:

$se_{ \mu _{E} } = \dfrac{ \sigma _{E} }{ \sqrt{sample size _{E} }} = 0.1897$

$se_{ \mu _{C} } = \dfrac{ \sigma _{C} }{ \sqrt{sample size _{C} }} = 0.3920$

And in physics if we want to find an error in a value that is the difference between two values, we just add the errors of the two values up.

i.e.:

$se_{ \delta } = \dfrac{ \sigma _{E} }{ \sqrt{sample size _{E} }} + \dfrac{ \sigma _{C} }{ \sqrt{sample size _{C} }} = 0.1897 + 0.3920 = 0.5817$

I hope this is right.
