I was thinking the tone would be questionable and annoyed to some extent

Not really sure what he is contending here. At first he points out that one of the reasons why Australian's may display racism against migrants is because of the way they represent us, 'Australia was destined to become a poor white trash of Asia'. Then later on he says that it is not true that an indian living in australia is far less likely to be killed than an indian in india.

I'm not sure whether he is saying that Australian's are racist because of the way 'they' treat us or if it's just 'opportunistic'

Any help would be appreciated

He's basically just saying that there are still racist attitudes embedded within Australia, that we are in denial of it to an extent, and that governments need to take responsibility in trying to solve this issue rather than just ignore it.

"questionable" is not a word that describes tone.

If I have time today I will read the article regarding contention.

You may have already completed this task but it will help you for the exam.
