When is it appropriate to do so? :-\

You should give positive karma if someone's done something good, like answered a question well etc.
Negative karma is ... not used too often ... but if you must, it should be if someone's being a real idiot or something like that :)

There is no limit on how many posts you need for receiving karma.  However, if you want to give karma, please see TrueTear's post.
