I was wondering whether I would vote "Yes" and "No," or just "No." Why is the poll tickbox enabled?

SEAS is special entry access scheme. If you have been affected during your school life by problems e.g. a parent with a drug problem etc, and you could not perform to your full ability at school, uni's take it into account. It has to be over a long period, otherwise you apply for special consideration if it is only during year 12, the problem that you are dealing with. So if you apply for a course and dont meet the course stanrds, but you have an approved SEAS category, you can still be accepted for the course.

hmm for Category 2: Non-English speaking background
it says
    * have arrived in Australia on, or after, 1 January 1998*
    * have been born outside Australia in a non-English speaking country
      OR
speak a language other than English at home
so is it both or one of these dot points?
cos i wasn't born here but i came here pretty much straight after i was born and my parents speak chinese at home
