That answer is incomplete albeit not wrong.

In 2005...
6000 VIC migrants to QLD of which 73% are perm so 27% reclaimed...6000 x 0.73 is the net loss from domestic outflows
400 QLD migrants to VIC of which 10% are retained so 90% transitional...400 x 0.1 is the net gain from external inflows.

The author of this Q must be on crack. Who in their right frame of mind would want to move to QLD??
