http://www.vtac.edu.au/seas/seas-categories/category5.html

It says "If you are not in receipt of Centrelink benefits you will be required to complete a smaller additional statement describing why you are not eligible for Centrelink benefits as well as a statement of support." and for Melbourne University it says "Applicants with parents in receipt of Family Tax Benefit A are also eligible (applicants satisfying this criteria do not need to supply a statement of support)." My parents recieve Family Tax Benefit A, would this be considered a Centrelink benefit?

I think I get both so does this mean I can apply on this ground or do I need to show that it affected my VCE?

For this category, you need to provide VTAC with evidence that you (or your parents if they're receiving Family Tax Benefit).  The best way to do so is by photocopying the piece of paper that details your payment and get it certified.  Then send it with the cover sheet into VTAC.  For more information about supplying evidence, visit here.

During your SEAS application, you also need to write an impact statement on how your disadvantaged background has affected your education.
