Depends on

- your abilities
- strength of your cohort
- subjects you're doing
- how lucky you are

How hard is it to get over 99?

- Study hard
- Work from the beginning
- Don't give up ever
- Either be naturally good at your english or work very hard at it from the beginning.. (it's realllly hard for me to get 99 because of this :( )
AND LUCK.

how does luck influence it in any way?

English essay topics, careless mistakes (partially luck I guess), what content is tested in the exams, which teachers you get at school for each subject etc.

& to what shinny said; luck on the day questions.
and not being unlucky with a question you don't understand, and hoping all the questions are ones you know how to answer. there's so much luck involved..

It's not too difficult if you really put in the effort. What's difficult is getting into the higher end of 99 since it requires pretty high study scores (scaled or raw). However above 99 should be achieved (I think) with minimum (scaled or raw) two high 40s, two mid 40s and possibly two low 40s.
Raw Scores:
Psychology 50 | Mathematical Methods 49 | Further Mathematics 49 | Accounting 49 | Chemistry 44 | English 43
ATAR: 99.75

ahem, two high 40s, two mid 40s in the top 4, and then 2 30s should get you 99+
but yes, it is very achievable for a lot of people, just need to put in the work - many people don't.

even three dead middle 45's and a high 40 should be fine.
i could get 43 englang, 45 chem and 45 further (chem goes up and then further goes down) and 48 in pe, and get 99 if my bottom two were both 30.
