http://www.mathsmethods.com/

Seems such an obvious name...  But an interesting resource nevertheless.

I can't get on the website, but how is he a scammer?

It doesn't appear he/she was charging anything?

I think, agreeing with taiga, Tan and Whatlol, that this does not seem to be a scam (as I mentioned above: '"seemed pretty legit"). I think he bought this domain (from the scam site), his old site (still running) was at: http://mathsmethods.blogspot.com. Seems like a guy just wanting to provide some free help

Agree, I think he bought the scammer's old domain for a new site as his blog was not sufficient for the increasing content

Doesn't seem like a scam anymore (I cannot even find a mention of any prices whatsoever)

It's more related to what else David Shen operated. While I didn't personally find it to be 'scamming', his methods are dubious and contentious amongst this community I guess. There's a thread elsewhere but it's besides the point; this a free website there with some potentially useful stuff so feel free to use it regardless of what else this guy has been up to.
