David and enwiabe have already covered this...

They hacked SMF to bits in order to create AN, and so at this stage, an upgrade to SMF 2.0 is not planned.

Maybe. It would have to be a manual upgrade... A very tedious manual upgrade with a lot of rewriting. When 2.0 is released, we'll decide if it's even worth it. Depending on how much SMF 2.0 differs, it could be tantamount to starting over with many many aspects. I do plan on bringing us up to version 1.1.12 [from 1.1.9] in the near future, but there are other things that outrank it on the priorities list. This version is stable and secure and does what we want, so at the moment it's not a huge concern. However, the upgrade will bring us slightly closer to the possibility of going to 2.0 when it is released and proven secure. Time-wise, 2.0 is still a long way off. </bedtime>

I've also thought that the States shouldn't be separated - at least not in their infancy. The issues of clutter and whatnot are non-existent at the moment. How can you get cluttered when there's no posters and no threads in the other state forums? Having the Victorian population to buffer that of the other states at least while they're developing would be a good idea IMO. Regarding the clutter, perhaps group the new boards by state on the main index so that it's just a single click to hide each of them. As for them cluttering up the 'Recent Unread Topics' button, once again, it's not going to affect it much if there's no one there. And well all the issues of sync were something I thought of earlier; but I guess David's fixed all that up now anyway. Felt like unnecessary labour to me though.
