You can call the ATO on 13 28 61 just in case you've lost your number. They'll ask you a few questions just to identify you.

guys i dont have a tax file number, is it compulsory to have one?

I think you do require one to be eligible to take out a government HECS-HELP loan because then you are obligated by law to repay the debt when your income is above the minimum threshold (~$45,000) for compulsory payment

EDIT

If you are waiting to get your TFN, you can show your application certificate to the service centre staff. They can change your payment option for you.

Do you realise that the 20% discount is not on the whole amount - it's only on the portion which you pay.

eg. if you pay $500 it will take $625 off your debt
