I should also add:

Parking during SWOTVAC/Exam period is free.
Parking before semester stars (inc O-week) is free.
Parking after 4.30PM is free (parking inspectors finish at 4.30, duh ).
Parking fines are ~$20, and you can always appeal to the transport office citing "STRESSSSS" and most of the time get it revoked.
Parking in first/second week are sometimes free (check this at uni), depending on whether the transport office have stuffed up permit orders or not (last year they did, and didn't send out permits in time and sent out the wrong permits and etc etc everyone got free parking for a week)
Parking at the synchrotron is free.
Car-pooling is free (there are SOMETIMES inspectors, so you need 2 people to avoid fine, you can most of the time talk your way out of it by saying "SORRY RUNNING LATE DROPPED FRIEND OFF AT LECTURE THEATRE")
Off-street parking is NOT free. City of Clayton fine you like a bitch, it's better to break the rules inside campus than outside campus
