If I got accepted into my first preference and enrolled at Monash could I still get offers for a lower preference from the same university in the second-round offers?

If your ATAR is above the the course you want to get into to, then a mid year transfer would be possible after semester 1.  Just keep your eyes very close on the closing dates.  :)

Stick out for the rest of 2011 if you want.  If your ATAR is still above the 2012 Clearly-In's, then you're still safe.  :)

My best advice is this:

Stay in your current course.  And why not?  You worked your backside off for at least 2 years (year 11 & 12) to get to where you are now.  Don't let it all go to waste by making one bad decision.

Stick with your current course.  See what it's like.  Most importantly, do your very best no matter the circumstances.  Then at the end of the semester, ask yourself these questions:

1.  Do I like the subjects that I did in semester 1?
2.  Do I like the Monash campus life (ie. Are there enough hot chicks to keep me "satisfied"?)
3.  If I go on from here, what have I got to win/gain?
4.  If I go on from here, what have I got to lose?
5.  Did I achieve the results I wanted?
6.  Am I naturally competent in what I am doing?
7.  Is it worth a transfer?

After that, only you can determine what goes on from there.  :)

Thanks man yeah that is great advice.

I'm actually thinking about transferring into Engineering/Arts, in which the engineering units should be identical.

Even better.  That way, you don't waste much money (except for maybe some science subjects, but I'm not entirely sure).

If the engineering subjects are identical, you can keep them but you might have to start from scratch in the arts degree if you haven't done any arts subjects.

Science subjects?

Yeah i don't mind starting the arts subjects from scratch, since there isn't really any other choice.
