Ok.  So my aim is to do medicine at either Monash or Melbourne.  But I want to know which course will take me longer??

You're not bonded by Monash, you're bonded by the government. And yes, for the full term of study so you owe them 5 years of service if you study at Monash (you can work off a bit of it early through placements)

If you're in a bonded place, you have to spend a certain amount of time rurally AFTER you specialise - HOWEVER, in saying that, you have to take into account jobs that are needed rurally.
Neurosurgery, for instance, might not be a very good idea, but haematology could very well be viable?

I think undergrad takes 2 years. 2 + 5 = 7. But I'm not fully sure on this...

Melbourne: 3 years of BBiomed (undergrad degree) + 4 years of MD (post grad degree)
Monash: 5 years of BMedicine/BSurgery

It's any undergrad degree, not just biomedicine.

RE: BMPs - you have to spend at least half of it rurally after you specialize, so if you're on placements before that you can work off some of it. You can buy out your contract without losing your provider number, but that's expensive.

Currently ~$18k per year you buy out. Effectively, it's the equivalent of paying full-fee since the government just wants you to pay them back the money they subsidised for your CSP spot. Remember that you'll be earning money at the same time though (~$60k a year) so I guess it depends on the other things going on in your life at that moment. There's also the ethical side of buying out too I guess. But after you go on rural placements on Med, you'll realise that it's actually not that bad. It's actually a better way to get experience even given that there's a shortage of doctors out there, and you'll have to do a lot of things yourself.

would that be 9k + ~18k = ~27k, or is it 51k like i hear?
