Where can I do a single VCE subject?

you can do single LOTE outside of school, so why not ESL?

You should be able to take a single VCE subject at CAE.
2011 - English, English Language, Philosophy, Indonesian SL, Outdoor and Environmental Studies.

You should be able to take a single VCE subject at CAE.

apparently they are not accepting any enrollments

so I was hopping to do it somewhere else.

Hmm... They do offer some VCE subs at VU (Vic Uni), see here for more info

I don't really know any other places :(

You can take a single VCE subject at Holmesglen and RMIT.
RMIT offer ESL at their city campus i think, and Holmesglen at their moorabbin campus. check at their websites

CAE have a mid-year intake for VCE, but it may just be for year 11 subjects, worth asking about.  I think you may have missed the boat for a whole 3 & 4 sequence, as    you will have missed a month of classes already.  You could always talk to a teacher of ESL at CAE, RMIT or Holmesglen and see if it's still possible, regardless of what their enrolment policy is.

oh, and at least CAE, and possibly the other two, run ESL classes outside of VCE which you may still be able to get into:

Another option would be to talk to your unis and see if they accept some other certification in lieu of ESL as part of their admission requirements. IELTS maybe?

These seem to be more test based, so even if you have missed out on a VCE subject this year, you could still have a pass by next year, in time for semester 1 enrolment (though it would be a lot of work).

Agree with this. Probably best to contact a couple of uni's directly and enquire about bridging courses for English etc.
