You want to be in the top 2% in the state in your subject to get a 45.

These threads are so pointless. And people should know they are pointless.

That is why moderation of SAC's is done. Because not all schools SAC's will be of similar difficulty. It is impossible to say what sorta marks you need. If your school gives extremely hard SAC's to a bright bunch of students and the highest mark is around 88%... does that make any of those students less likely to get a 45 then average sorta students undertaking easy exams with the topp mark being 95%???

Its just common sense and we've been thru this stuff so many times. Its getting so repetitive. Your understanding of the content is a much better indicator of potential success coupled with class ranking than merely saying a percentage.

Ok Lets assume SACS are not counted in and say the 2 exams are worth 50% each, what then.

It's hard to tell. It also varies between subjects, and between years.

In physics/chem, you might have 10 to lose over both exams. Might. Don't know :P
Maths is generally more tight then that. Think biol and psych are less tight

For methods, the recesses of my brain tell me you need a perfect score to get 50, and losing more then 3-5 marks could kick you out of the 40's.  For spec, you can lose 1 mark and still get 50, I'm not sure about the 40's.
