Surface tension relates to the amount of intermolecular attraction. The one with lowest surface tension will be the one with the weakest intermolecular attraction (DME). ethanol and ethan-diol are both capable of H-bonding to each other, H2O to a greater extent, and Pb is a metallic lattice (very strong binding energy).
