does he have a health care card or one that he can pretend is his

I'm pretty sure you need a Connex Concession card.....I think???

healthcare card can be used as a concession card. How much was the fine if you dont mind me asking?

he's only got medicare. 150-200 i think??

Medicare is not a valid concession.

Student concession cards (they're actually govt. cards, but issued by Connex) all expire on the same day - 28th Feb 2009. I don't see how it could have expired two days ago.

Inspectors are all scum.
Mmmm, all over the world. I got fined in London yesterday; I travelled by tube [with the equivalent of a metcard] to a stop which was also a mainline station, like, say, Footscray in Melbourne. Then I went from there to King's Cross [a Harry Potter location :)] on a mainline train, which supposedly isn't allowed, [even though where I was coming from was in zone 2 and my card covered me for any zone (up to 6)] so I was fined 20 quid. Meh, I should have called the inspector's bluff, but I'll appeal.

When a passenger is requested to produce a valid ticket and produces a concession
fare ticket, the authorised officer may ask the passenger to produce proof that they are
entitled to travel on such concession ticket. The four types of acceptable concession
card are:

· All Victorian Health Care Cards
· Victorian Seniors Card
· Australian Pensioner Concession Card
· Victorian Public Transport Student Concession Cards – Primary/Secondary, Statewide/Country Tertiary (Student Identification Cards issued by schools are not acceptable)

If a passenger cannot produce a concession entitlement listed above, a Report of Non- Compliance should be submitted.
If a primary/secondary student claims to be the holder of a concession entitlement, they should be advised to wait until they receive an Infringement Notice and then appeal this.

Note that a procedure allowing first time primary and secondary school student
offenders not carrying their Concession Card seven (7) days to produce it is
proposed

Quote
Children in school uniform
Notwithstanding the above, where authorised officers are performing their normal
duties with respect to ticket checking, school uniforms may be taken as being proof of
concession entitlement. Children wearing full school uniform or school sports uniform
should not generally be asked to show concession identification. However, other
ticketing or behavioural offences should be reported as usual. In this case, the child’s
concession identification may be requested as part of the identification process.

Less leeway for tertiary students it seems.

(got carried away with censoring) .. also excuse the metcard in avatar :X

If you're desperate, you could photoshop a health care card so that it has your name on it ... lol though you'll be at stake of consequences if they somehow figure it out.

They took a while to send out the infringement to me. When I sent proof of concession (photocopied HCC) they sent an approval letter waiving fines within a fortnight.

The paper with the fine was of better quality than the waiver letter paper, for interests sake.

How do you find these precedents?
(maybe this may be of help to kopite)
I googled something like "Connex fine appeal letter". I can't find the site anymore :( but I'll have a search around on the internet. Does anybody have the relevant legislation?

It says you only can do community work if you are unemployed/bankrupt etc

Otherwise everyone will go doing community work at $20 waived/hour

I thought that it was fairly easy to get out of infringements directly to the inspector. Just pretend that you are ignorant and very sorry (it helps to have a student card from an interstate tertiary institution). Also be as quiet and scared looking as possible.

There's no way to get out of a fine except by appeal.

One excuse you could give is that the ticket machine at your station only accepted change and you only had notes - I don't think you can be fined for that, I believe there is a court case which supports this, if that's the path you want to take I'll have a look around for the case.

Disclaimer: I am not suggesting you lie to the Department of Infrastructure, but Connex are bastards and their fines are bloody disproportionate to the crime.

It'll be hard to claim that when one already has a (expired) ticket...

I got a fine for not having a validated ticket, when the validation gates and Dande weren't working! :@
I appealed the fine, but i got a letter saying that the ticket inspectors account of the story was different to mine..therefore i had to still pay the $167 . . . .good bye new shoes :(
